The Executive Director has total responsibility for administering, managing, maintaining, planning, and directing the Housing Authority's programs. The Executive Director is responsible for the safekeeping of all property and records and is the Authority’s primary liaison with the Board of Commissioners (BOC), HUD, and state and local entities.

The Executive Director plans, develops, organizes, coordinates, delegates, supervises, and directs implementation of the Authority's Housing programs. Oversees and provides for safekeeping of the Authority's buildings, grounds, facilities, equipment, supplies, monies, files, records, documents, and reporting. Serves as Secretary to the Board of Commissioners, submitting budgets and informing Board of the status of activities and projects within the Authority; develops and proposes new policies or changes in existing policies; notifies the BOC of changes or proposed changes in federal, state or local legislation affecting the authority; provides the BOC with information on evaluations of efficiency and effectiveness of Authority operations and provides recommendations for improvements. Monitors the Authority's compliance with federal, state, and local laws and regulations pertaining to the Authority. Prepares and submits reports and statistics required by such entities and makes policy, administrative, and management decisions concerning the daily operations of the Authority.
 

 


 

Jessica Kelley Jessica Kelley, Public Housing Manager  

Performs a variety of work in the management and rental of housing developments; assists in resolving tenant grievances and complaints, completes and signs lease agreements, assists in coordination of resident relocation and other services necessary for access to units required for modernization activities and handicapped accessibility, maintains required vacancy, occupancy, unit-turnaround and tenant accounts receivable data for HUD reporting, ensures quality customer service in management and maintenance operations and ensures that all documentation is on file.
 

 


 

Rebekah Westmoreland Rebekah Westmoreland, Finance Manager

Performs technical and administrative accounting work in maintaining the fiscal records and systems of the South Pittsburg Housing Authority (SPA) and any other corporations under the umbrella of SPHA. Prepares and posts all monthly and daily charges and credits to accounts receivables. Prepares periodic reports. Prepares or assists in the preparation of the annual and other State or Federal reports. Makes journal entries to balance and close monthly books in general ledger, revenue and expense accounts; reconciles general ledger and subsidiary accounts. Reviews all accounts on a monthly basis to ensure accuracy. Prepares or assists in preparation of a variety of daily, weekly, monthly, quarterly, semi-annually, and year-end reports. Assist the Executive Director in the preparation of the annual operating budget.

The SPHA Maintenance Department performs a variety of administrative, technical and maintenance work in the planning, construction, operation, repair, maintenance and replacement of the South Pittsburg Housing Authority (SPHA) properties and grounds. The SPHA Maintenance Department possesses skills in plumbing, electrical, carpentry and painting. The SPHA Maintenance works daily to improve the lives of all public housing residents by doing the very best to perform their duties to the best of their abilities and with quality standards.




 

 




Kathy White Kathy White, Administrative Assistant
 

Performs a variety of routine and complex clerical, secretarial and administrative work in providing administrative support to the Executive Director and the Public Housing Manager for The South Pittsburg Housing Authority (SPHA); and assisting in the administration of the procedures of SPHA. Performs routine clerical and administrative work, provides customer assistance, and inputs data into the computer. Inputs data to standard office forms, including work order completion and natural gas readings. Assists with the filing of both public housing and elderly tenant files. Schedules monthly Elderly Activities. Assists Public Housing Manager with tenant Move-ins and Recertifications.
