SPHA News The South Pittsburg Elderly Division recently purchased the old Ables building on Cedar Avenue beside the Chester Powell apartment complex. The new building is currently under renovations and will eventually be utilized by the Chester Powell tenants as the new Senior Annex Center. Check back often for updates on the progress of the annex.
